As the U.S. bids adieu to the World Health Organization, California says hello

U.S. Exits WHO. California Joins Separately. Federalism Does What Federalism Does.

The United States has withdrawn from the World Health Organization following President Trump's executive order. California has announced it will establish its own partnership or relationship with WHO independently of federal policy.

The U.S. has withdrawn from international organizations before: UNESCO (1984-2003), the UN Human Rights Council (2018-2021), and the Paris Climate Agreement (2017-2021, rejoined). States acting independently on international matters isn't new either—California has separate climate agreements with other nations and subnational entities. WHO will continue operating with its other 193 member countries, including major funders like Germany, Japan, and the UK.
