Historical Context
States have cut Medicaid during federal transitions before: 2017-2021 saw enrollment drops of 2.7 million as states tightened eligibility. During the 2008 recession, states cut $3.2 billion in Medicaid spending. The federal-state Medicaid funding structure has created these anticipatory cuts in every major political transition since the program's 1965 creation. Medicaid covers 72 million Americans as of 2024 - roughly 1 in 5 people.
